PROBLEM TO BE SOLVED: To make it possible to reduce allocation loss in communication of a TDMA system.

SOLUTION: A band allocation device 20 controlling band allocation of a line 80 by using an allocation grant which is a time zone divided the band of the line 80 into by a prescribed time is characterized in that it comprises a allocation grant scheduling part 23 scheduling so that some time zones of the allocation grant and some time zones of an adjacent allocation grant adjoining the allocation grant are overlapped as a common grant.
