A PWM signal generating unit (17) generates six drive signals corresponding to switching elements (18a to 18f) of an inverter (9), by comparing the carrier signal with the three-phase voltage instruction values (Vu*, Vv*, Vw*) that are output by the high-frequency AC voltage generating unit (13), and causes the inverter (9) to generate high-frequency AC voltage by outputting the generated drive signals to the corresponding switching elements of the three-phase inverter.
