PURPOSE:A pharmaceutical member composition, consisting essentially of a water-swellable urethane resin and a drug having physiological activity, and having improved shape retaining property and dry touh after absorbing a solution to be absorbed and good drug release ability. CONSTITUTION:A pharmaceutical member composition consisting essentially of a water-swellable urethane resin such as a resin, obtained from a polyisocyanate, e.g. isophorone diisocyanate or toluene diisocyanate, and polyol consisting of polyether polyol, and having substantially no NCO, and a drug having physiological activity. An adduct of a compound having at least two active hydrogen atoms, e.g. low-molecular polyol, polyhydric phenol and amine compound with ethylene oxide (EO) and if necessary another alkylene oxide may be cited as the above-mentioned polyol. Preferably, the EO content is >=40%, particularly 60-85% and equivalent is 100-5,000, preferably 500-4,000.
