PURPOSE: A billing system in information collection environment and a method thereof are provided to apply additional billing information which is differentiated by sensing data transmission pattern, thereby billing in a dynamically differentiated and practical way by sensing data transmission pattern. CONSTITUTION: An information collection terminal(100) collects sensing data and transmits collected sensing data by driving an application in information collection environment. A billing information generating device(200) transmits received sensing data to more than one collection servers(400). When billing information is generated by transmission of the sensing data, the billing information generating device generates billing information based on dynamic billing information corresponding to sensing data transmission pattern.
