PURPOSE: A very high resolution restoring method and an illegal parking checking system using the same are provided to combine pixel information of a low resolution image inputted at a current time with pixel information of a previously estimated very high resolution image, thereby restoring a high resolution image at the current time. CONSTITUTION: An illegal parking checking system receives a low resolution input image(S110). The system generates a high resolution estimated image(S120). The system compensates for a restoration error due to wrong image alignment wherein the restoration error is between the input image and the estimated error(S130). When a scene is suddenly changed, the system initializes a previously estimated high resolution target image(S140).
