PROBLEM TO BE SOLVED: To provide a dielectric film which can suppress/prevent the occurrence of electric field concentration between electrodes formed on the surface and be applied to a capacitor, a multilayer substrate, etc., required for high withstand voltage properties and an electronic component which uses the film as a dielectric layer and is excellent in withstand voltage properties and high in reliability. SOLUTION: High withstand voltage resin layers 4a and 4b are set on both main surfaces of a composite dielectric layer 3 in which a dielectric filler 2 is dispersed in a resin 1. A polyvinyl acetoacetal resin having a glass transition temperature of at least 100°C is used as the resin constituting the composite dielectric layer and the high withstand voltage resin layers. By using the dielectric film as the dielectric layer, the electronic component such as a laminated capacitor, a film capacitor, or the multilayer substrate is constituted.
