<P>PROBLEM TO BE SOLVED: To provide a developing device capable of restraining the defect of image quality and outputting a stable image over a long term by lessening the peeling of an additive and the deterioration of toner due to embedding or the like. <P>SOLUTION: The developing device has: a developing sleeve 23 to supply developer to a photoreceptor 2 so as to develop an electrostatic latent image; a developer supply means to supply the developer to the developing sleeve 23 so as to form the thin film of the developer on the surface thereof; a developer regulating member 34a to regulate the thickness of the developer in the thin film state on the developing sleeve 23; and a stirring and charging member 30 to previously stir the developer and charge it. In the developing device, the stirring and charging member 30 functions also as the developer supply means, and the developer regulating member 34a is provided adjacently to the stirring and charging member 30 on a rear side in the rotating direction of the developing sleeve 23.
