PURPOSE: A device for manufacturing a block with an irradiating fin and a tube of an intercooler is provided to mass-produce a structure consisting of only an irradiating fin/ a tube block since a device for reducing the end of a tube is separately arranged. CONSTITUTION: A device for manufacturing a block with an irradiating fin and a tube of an intercooler comprises a tube expanding unit(1300). A tube reducing unit(1400), and a transfer unit(1200). The tube expanding unit expands a tube to integrate an irradiating fin with the tube. The tube expanding unit comprises a tube loading unit, which comprises an expanded ball. The tube reducing unit is installed close to the tube expanding unit. The tube reducing unit reduces the end of the expanded tube. The tube reducing unit comprises a tube holding guide. The opening of the tube holding guide is formed is formed in a wide shape to accept the end of the tube.
