PURPOSE: An information transmitting apparatus and a method thereof are provided to generate a combination surplus power report request message for requesting a combination surplus power report. CONSTITUTION: A message receiving unit(2005) receives a surplus power report message from a base station. A combination surplus power calculating unit(2010) confirms the combination indication field of the surplus power report message. The combination surplus power calculating unit calculates combination surplus power. A message transferring unit(2020) generates a response message including combination surplus power information. The message transferring unit transfers the generated response message to the base station.
