PURPOSE: A conditional access system and conditional access image using method are provided to effectively grasp the authority of a conditional access image by allocating the execution authority of the conditional access image. CONSTITUTION: A service key management client(210) receives a service key from a service key management server(110). A download client(220) downloads a conditional access image by using the service key. When the download process is completed, the download client requests the updating of the service key in the service key management server through the service key management client. An execution control unit(230) encodes the conditional access images by using the updated service key.
