PURPOSE: A non-digging pipeline repairing method for water and sewer pipes is provided to attach a felt in the inside of water pipes without any space by coating impregnation liquid in felt using a reciprocating impregnator. CONSTITUTION: A non-digging pipeline repairing method for water and sewer pipes comprises a dipping solution manufacturing step, a felt impregnation step, and a construction completion step. The felt impregnation step is included of a first impregnator setting step, a dipping solution injection amount calculation step, a felt installing step, a second impregnator setting step, and a dipping solution coating step. The dipping solution is spread in the felt impregnation step. The ascending and descending units of a pelt transport unit(60) are formed in a screw type.
