PURPOSE: A developing apparatus and image creation apparatus including the same are provided to prevent the occurrence of toner retention by effectively circulating toner between a developing unit and a toner storage unit. CONSTITUTION: A toner storage unit(20) stores toner. A developing unit(30) accepts the toner provided by a toner supply member(9) from the toner storage unit. The developing unit includes a developing roller(3) and a supply roller(4) which supplies toner to the developing roller. A partition wall(40) separates the toner storage unit from the developing unit. The partition wall forms the path of the toner from the toner storage unit to the developing unit by using an opening unit(50).
