The present invention relates to a soil stabilizing agent exhibiting fertilizing activity comprising as an active substance a combination of 1 to 99 percent by volume mineral component being represented by alginite, and 1 to 99 percent by volume biological compost obtained by aerobic fermentation of waste sludge from the production of penicillin and/or thymidine and/or threonine and/or other amino acids, optionally along with pre-composted mycelium without residual penicillin and mixed in sawdust.
