The device (1) has a profiled wing (2) placed along flow of fluid (15) e.g. air or water. An elastic return unit i.e. spring (6), elastically returns an aileron (4) to a position in which the aileron extends from an extension of the wing. Supporting and guiding units e.g. support (7) and guide bearing (9), support and guide the wing in translation to transversely generate oscillating movement of the wing in the direction of circulation of the fluid. A wing supporting unit is connected to the energy transformation unit that constitutes a connecting rod (10) and a crankshaft (12).
