PURPOSE: A device for manufacturing a cleaning solution for the mouth is provided to easily generate hypochlorous acid and facilitate the maintenance of an electrolysis device using water and salt or saline solution. CONSTITUTION: A device for manufacturing cleaning solution for the mouth comprises a current control circuit, which makes current flow to at least a pair of electrodes(311,312). Micro-organisms in the mouth are removed by hypochlorous acid, which is generated by electrolyzing water and salt or saline solution. The components of at least one of the electrodes are selected from a group consisting of zirconium, zirconium compound, titanium, titanium compound or a combination thereof.
