The device has chambers provided with a board at a back side of chambers, where the board has 200 cm of length and 3 cm of thickness. A belt of 30 cm length and 600 cm thickness is provided below one of the chambers. One of a set of pipes is attached below the belt through two sides of the chamber so as to assure resistance to the device to face the pressure of ocean wind, where the set of pipes is attached one to another.
