PROBLEM TO BE SOLVED: To suppress deterioration in a throughput characteristic in an entire system in multi input multi output (MIMO) system for performing MIMO transmission.

SOLUTION: Bit information of pre-coding matrix indicators (PMIs) to be assigned to pre-coding weights is adjusted to suppress the influence of a feedback error from a mobile station device, in a code book where the multiple pre-coding weights and PMIs to be assigned to the pre-coding weights are decided. The bit information of the PMIs to be assigned to the pre-coding weights is adjusted to suppress the influence of a transmission beam to be formed based on the PMI with the occurrence of the feedback error.
