<P>PROBLEM TO BE SOLVED: To reliably prevent a seal member from being damaged, which is caused by variation of film thickness of an electrolyte film, without causing the electrolyte film to be partially dried, by a simple configuration. <P>SOLUTION: In a water electrolysis apparatus 10, a unit cell 12 constituting the water electrolysis apparatus, includes: an electrolyte film/electrode structure 32; and an anode side separator 34 and a cathode side separator 36 interposing the electrolyte film/electrode structure 32 therebetween. The anode side separator 34 includes: a fourth seal member 78d provided circularly around a hydrogen discharging communication hole 50; and a water passage 60 that is provided circularly around the fourth seal member 78d, and through which water circulates.
