<P>PROBLEM TO BE SOLVED: To provide a speed control apparatus for preventing a driver of a mobile object from feeling uncomfortable or fear in controlling a speed of a mobile object. <P>SOLUTION: A gaze point of a driver of a vehicle is defined. Motion of the surrounding environment of a vehicle is projected onto a coordinate system obtained by simulating a retina sphere of the driver, and divergent components in the projected motion radially expanding from the gaze point to the surroundings are calculated. The total amount of the divergent components in a prescribed area including the gaze point is obtained as an index indicating the speed feeling of the driver of the vehicle.
