<P>PROBLEM TO BE SOLVED: To solve the problem of the conventional cooling system for a solar cell panel in which: cooling of the solar cell panel with a ventilation layer is insufficient to suppress a temperature rise on the solar cell panel and contamination on the solar cell panel is only removed from the surface by a natural phenomenon such as rain, and to provide a cooling method preventing a solar cell panel from being high in temperature and being contaminated, and preventing power generation efficiency from being reduced even in the summer season. <P>SOLUTION: In the cooling system, a cloth and an unwoven cloth having a hydrophilic coating or a water-absorbing function utilizing a capillarity function, and having a ventilating function are attached to front and back surfaces of the solar cell panel which is a heating body, and water is supplied from a water supply part to the front and back surfaces of the panel to cool down the panel with heat of vaporization of water.
