<P>PROBLEM TO BE SOLVED: To provide a sheet processing device that can form a notched portion having a wide area for forming an image with high productivity, and to provide an image forming apparatus. <P>SOLUTION: A sheet holder 616 presses a sheet bundle loaded on a processing tray 613, and a rotation driving unit rotates the processing tray 613.
