<P>PROBLEM TO BE SOLVED: To provide an image pickup camera, a vehicle detection device and a lamp control device to quickly detect a light spot by imaged another vehicle and obtain head lamp light distribution without dazzling the other vehicle. <P>SOLUTION: A front region of one's own vehicle is divided into a plurality of light distribution regions. The image pickup camera 1 includes light receiving elements PD1-PD5 of the same number for imaging respective light distribution regions A1-A5. The vehicle detection device detects the light spot LD of the imaged image and detects the light distribution region where the other vehicle exists from the light receiving element imaging the light spot LD.
