<P>PROBLEM TO BE SOLVED: To provide a manufacturing method of a solid electrolytic capacitor that has reliability and in which it is unlikely that a malfunction due to leakage current or ESR increase occurs even when being subjected to heat or stress in exterior packaging and mounting. <P>SOLUTION: In the solid electrolytic capacitor, solid electrolyte layers include: a first solid electrolyte layer 9 formed on the surface of a dielectric layer 2; and a second solid electrolyte layer 11 formed on the surface of the first solid electrolyte layer 9.
