By means of a load-applying device (20), a contact load is applied to a first rotating section (9) connected to an inner holder (5) and to a second rotating section (11) connected to an outer holder (6). In lockstep with the contact load, the inner holder (5) and the outer holder (6) are caused to move relatively around an axis center (O), and the transmission and isolation of rotation of an inner wheel (2) and an outer wheel (3) is switched. As a result, it is possible to increase reliability of the switching between transmission and isolation of rotation and it is possible to secure a degree of freedom of design as well as to be not susceptible to constraints on the disposition of components and the material of members compared to devices that cause relative motion contactlessly by means of magnetic force.</p>
