<P>PROBLEM TO BE SOLVED: To improve encoding efficiency by reducing residual energy of motion-compensated intra-frame prediction for images where optimum values of interpolation filter coefficients vary spatiotemporally. <P>SOLUTION: A regionalization section 11 selects one regionalization scheme at a time in order from a plurality of regionalization schemes prepared, and regionalizes an image to be encoded. An interpolation filter coefficient switching section 12 switches an interpolation filter for fractional precision pixels per divided region, and a predictive encoding section 14 performs predictive encoding. A regionalization mode determination section 15 selects the regionalization scheme that minimizes a rate-distortion cost calculated for each regionalization scheme, and the predictive encoding section 14 and a variable length encoding section 16 finally use the regionalization scheme to encode the image to be encoded.
