PROBLEM TO BE SOLVED: To provide a transparent polyurethane protective coating, film and laminate composition in which static charge buildup on aircraft transparencies is eliminated by allowing charge to drain through to the edge of a conductive material layer which is mated to an airframe.

SOLUTION: There is provided the transparent, polyurethane laminate or multi-layer coating comprising a first transparent polyurethane layer 12, a middle conductive material layer 14 disposed on the first transparent polyurethane layer, and a second transparent polyurethane layer 16 disposed on the conductive layer. There is also provided a method for forming a transparent polyurethane laminate on a transparent substrate 18 and a method for forming a free-standing laminate.
