<P>PROBLEM TO BE SOLVED: To make a radio base station for a home cell, HeNB, manage a plurality of home cells without changing an address system of "Home eNB ID." <P>SOLUTION: A radio base station for a home cell HeNB#1 includes a management unit configured to manage a "Cell Identity" to identify a home cell #11/#12. The "Cell Identity" consists of only a "Home eNB ID" assigned to the radio base station for a home cell HeNB#1.
