<p>The purpose is to adjust which section of a one-time pad encryption key is used and achieve encrypted communication when there is a possibility that the one-time pad encryption key does not match perfectly between communication terminals. An encryption key forwarding device (102) obtains a one-time pad encryption key (111) from a key-exchange system (101), divides the obtained one-time pad encryption key (111) into sections of a prescribed number of beats, and forwards the same to a mobile communication terminal (103) after converting the same into one-time pad encryption key cartridges (112). Along with the destination terminal for communication, the mobile communication terminal (103) negotiates which one-time pad encryption key cartridge (112) will be used to perform encrypted communication, determines the one-time pad encryption key cartridge (112) to be used, and begins encrypted communication.</p> |
