<P>PROBLEM TO BE SOLVED: To accurately remove a foreign matter from a cut-out image even when a part of a taken image is cut out. <P>SOLUTION: An image processing device obtains foreign matter information including positional information Di of a foreign matter and size information Ri of the foreign matter which are extracted from a taken image for detecting a foreign matter, the image which is obtained by an imaging element 2, and obtains cut-out positional information T of a cut-out image 201 to be cut out from a taken image taken by the imaging element 2 in normal photographing. Then, on the basis of the positional information Di and the cut-out positional information T, it is determined whether the foreign matter is located within the cut-out image 201.
