PROBLEM TO BE SOLVED: To implement mobile public telephone service with an IP network.

SOLUTION: A communication system 1 comprises: an AS 7 transmitting an outgoing call from a mobile public telephone 54 through a base station 2 to a subscriber server 6a as a destination accommodating a connecting destination user through an IP network 3; an IP conversion device 9a converting a signal from a subscriber telephone 11 to a signal on the IP network 3; an IP-ICT device 10 transmitting an SIP signal by converting a signal controlling an incoming call from the mobile public telephone 54; and an IP conversion device 9b converting an analog audio signal from the mobile public telephone 54 to an IP packet. The AS 7 has the base station 2 transmit a charging pulse by: adding a mobile public parameter showing the outgoing call from the mobile public telephone 54 and charge area information of the base station 2 through which the outgoing call passes, to the SIP signal as its header or its parameter; and transmitting a charging pulse instruction to the IP-ICT device 10 after call establishment.
