<P>PROBLEM TO BE SOLVED: To provide a fixing device that reliably eliminates toner adhered to a release agent supply member even at the start-up of the device, and an image forming apparatus. <P>SOLUTION: A fixing device of the present invention includes a release agent supply member 51 that supplies a release agent on the surface of a pressurizing rotor 31 that makes a pressure contact with a fixing member 21 to form a nip part, and a first cleaning member 52 that makes a contact with and cleans the surface of the release agent supply member 51.
