To estimate radio wave propagation characteristics with high estimation accuracy, even when used for a variety of purposes. An estimation technique determining means determines, for each of groups classified in accordance with a measurement condition, an optimum radio wave propagation characteristic estimation technique from among a plurality of radio wave propagation characteristic estimation techniques, based on an actual measured value of radio waves. A radio wave propagation characteristic estimating means discriminates a group corresponding to the given measurement condition, sets the optimum radio wave propagation characteristic estimation technique corresponding to the discriminated group, and estimates the radio wave propagation characteristics in accordance with the set radio wave propagation characteristic estimation technique. |
