PURPOSE: A fast filtering device for processing an image for high precision and a method thereof are provided to compare a first block including a first pixel with a second block including a second pixel, thereby filtering the first pixel. CONSTITUTION: A coordinate determining unit(103) determines coordinates in a screen for a first pixel to be filtered. A pixel determining unit(105) determines a second pixel which includes the coordinates. A block setting unit(107) sets a first block and a second block. The first block comprises the first pixel. The second block comprises the second pixel. A processing unit(109) filters the first pixel by comparing the first block with the second block.
