PURPOSE: A stand-by power control apparatus is provided to control a smart plug in order to supply or block stand-by voltages to a home appliance by connecting the mobile terminal with a home access point. CONSTITUTION: A WLAN(Wireless Local Area Network) module(111) receives a mobile terminal access information through a wireless communication and an AP(Access Point)(150). A local communication module(112) receives smart plug state information through a local wireless communication and a smart plug(160). A control unit(120) transmits a standby power control command to the smart plug by using the mobile terminal connection information and the smart plug state information.
