PURPOSE: A cooling and heating device for passengers in a rear seat is provided to improve a durability of a thermoelectric element by increasing or decreasing temperature of the storage inside while delaying the polarity change time when the cooling and heating polarity of the cooling and heating device are changed. CONSTITUTION: A cooling and heating device for passengers in a rear seat comprises a storage room(110), a thermoelectric element(120), an endothermic unit(130), a heat insulating board(140), and insulating material(160), a cooling fan(170), and a door(150). The storage room is installed in the rear seat of a car and opened to one side. The thermoelectric element is installed in the lower part of the cooling and heating device. When the heat of the storage room inside is absorbed in one side along a direction of a current, the thermoelectric element radiates the heat to a duct in the other side. When the heat is radiated to inside the storage room inside, the thermoelectric element absorbs the heat in the duct inside in other side. The endothermic unit absorbs the heat inside the storage of the cooling and heating device by an operation of the thermoelectric element. The heat insulating board is installed in the duct of the lower thermoelectric element and radiates the generated heat. The insulating material blocks the storage room from outside to maintain the temperature of the storage room. The duct comprises an inflow duct and a discharge duct. The inlet duct faces to indoor. The discharge duct is installed to be connected to a trunk room through car body barrier partitioning into the indoor and the trunk room, thereby discharges the indoor air flowing in through the inlet duct. The cooling fan is installed in the duct to make the indoor air flow in through the inlet duct and discharge through the outlet duct. The door opens and closes the storage room of the cooling and heating device.
