PROBLEM TO BE SOLVED: To provide a base station and a base station control method that can permit a user which needs to be in a half-connection state to be in the half-connection state by selecting a suitable half-connection state permission MAC-ID. SOLUTION: The base station includes an allocation means 37 of allocating a mobile device identifier to a mobile device 21 of the own station, a generation means 38 of generating information permitting the mobile device 21 to be in a half-connection state wherein electric power is saved, a control unit 16 which transmits the generated information to the mobile device 21, a monitoring means 43 of monitoring the time for which the mobile device 21 to which the mobile device identifier is allocated and which is using an application allowing transition to the half-connection state uses the application, and a modification means 44 of modifying the generated information so that the mobile device 21 is permitted to enter the half-connection state based upon the monitoring result when the mobile device 21 is using the application for longer than a predetermined time and the mobile device identifier allocated to the mobile device 21 indicates that the transition to the half-connection state is not permitted.
