A compliant plate seal (10) manufacturing method is provided. The method includes assembling a plurality of compliant plates (16) and a plurality of spacer shims (21) into a weld fixture (100), thereby forming a leaf pack (140) having a front and rear end and sides and a curvature (205), welding the sides of the leaf pack (140) to hook plates (110) on the weld fixture (100), removing a portion of the weld fixture (100), removing a portion of the hook plates (110) and applying a radial flow plate (17) to the leaf pack (140).
