PURPOSE: A solid electrolytic capacitor and a manufacturing method thereof are provided to manufacture a solid electrolytic layer with high adhesion and uniform thickness by forming a first solid electrolytic layer and a dielectric layer on a surface of an anode conductor and an amine compound layer. CONSTITUTION: An anode conductor(1) has a porous valve metal element. A dielectric layer(2) is formed on the surface of the anode conductor. A first solid electrolyte layer is formed on the surface of the dielectric layer. A second solid electrolyte layer is formed on the surface of the first solid electrolytic layer. A continuous or discontinuous layer includes amine compounds in the second solid electrolytic layer.
