PURPOSE: A service providing method based on a location by using a delay signal, apparatus, and recording medium are provided to measure the location of a user terminal based on the location of a repeater. CONSTITUTION: A first delay time measurement unit measures one or more delay times(S501). A database management unit constructs a data base for a base station and the identification of a repeater(S503). A second delay time measurement unit measures a second delay time for a user terminal(S505). A service area determination unit determines a service area included in the user terminal(S507). A terminal positioning unit measures the location of the user terminal(S509).
