SCALAR QUANTIZATION ALGORITHM FOR VIDEO CODING

PURPOSE: A scalar quantizing method for image coding is provided to increase the number of quantization restoration levels while maintaining a quantization step size of a scalar quantizing device. CONSTITUTION: The number of 4*4 or 8*8 blocks in a macroblock is determined wherein an increasing number of restoration levels is applied to the macroblock(S102). The determined number is compared with a threshold value(T). If the number of 4*4 or 8*8 blocks is larger than or the same as the threshold value, counting by a 4*4 block unit or variable length encoding of a symbol is performed(S103). Counting by a 8*8 block unit or variable length encoding of a symbol is performed(S104).
