PURPOSE: An open waveguide transition device and a horn antenna are provided to operate an antenna at a wide band by including a suppressing unit for suppressing a high order mode. CONSTITUTION: A second flare(211) faces a first flare(210). Ridges(220,221) are attached to the first flare and the second flare. A suppressing unit(230) connects the first flare and the second flare and is a conductive member. A first suppressing member and a second suppressing member are symmetrical with regard to the ridge.
