PURPOSE: A water hammer preventing device and a swing check valve with the device are provided to prevent water hammering by applying elasticity from a shock absorbing spring when a rotor rotates. CONSTITUTION: A swing check valve with a water hammer preventing device comprises a rotor(10), a pusher(20), a pusher spring(30), and a shock absorbing spring(40). A vertical hole coupled to a rotating shaft is formed on one end of the rotor. The rotator is vertically coupled to the rotating shaft and rotates with a rotating arm. A pusher chamber is formed on the other end of the rotor. The pusher is coupled in the pusher chamber to be able to move along the length of the rotor. The pusher is protruded from the pusher chamber when the pusher moves. The pusher spring is arranged between the pusher and the inner surface of the pusher chamber of the rotor.
