<P>PROBLEM TO BE SOLVED: To provide a system which produces liquid ammonia which can be stored as energy for cooling by using cheap energy, and can operate a cooler at any time. <P>SOLUTION: An aqueous ammonia 7 is heated by a heating medium heated by using solar energy as a heat source or by making an electric heater or an IH heater 17 using electric power as a heating source, ammonia is evaporated and stored as liquid ammonia. If at least two sets of a liquid ammonia storage tank 11, 11' are installed, parallel operation becomes possible such that, while using one set of liquid ammonia as a cooling medium of a heat exchanger, liquid ammonia is produced and stored in another set of the tank.
