<P>PROBLEM TO BE SOLVED: To provide an energy controller that is capable of controlling deterioration in comfortableness for a user. <P>SOLUTION: A downward controller (30, 30), which controls energy amounts of a plurality of air-conditioners (40, 40, ...) disposed in buildings (A, B), includes a suppressible amount decision portion, a suppression control portion, and a follow control portion. The suppressible amount decision portion decides an energy suppressible amount that is a total suppressible energy amount of the plurality of air-conditioners (40, 40, ...). The suppression control portion, based on the energy suppressible amount, performs suppression control of the energy amount of the air-conditioners (40, 40, ...).
