<P>PROBLEM TO BE SOLVED: To warm an occupant, and to accurately detect the occupant without deteriorating the sitting comfortability of a seat. <P>SOLUTION: Respective film-like heater electrodes 21 and 22 and sensor electrode 27 are formed without overlapping with an upper surface of an insulating sheet. Thus, a seat heater 20 becomes thin in thickness as a whole. Thus, the seat heater 20 can be arranged in the seat surface vicinity without deteriorating the sitting comfortability of the seat.
