The device has inductor (20) which is connected to reference node (101) of battery pack and switching elements (31,32). The selecting circuits sequentially and respectively selects switching switches (S1a-S4a,S1b-S4b) of switch group (51,52) that are respectively connected to high and low voltage sides of reference node, to connect with switching elements. The switching elements are alternately turned ON/OFF for each combination of selecting circuits, so that ratio of conductive time of switching elements is inverse of ratio of number of memory cells in selecting circuits. An independent claim is included for method for compensating residual capacity of memory cells of battery pack.
