PROBLEM TO BE SOLVED: To enable measurement of an inter-node communication characteristic.

SOLUTION: An eNB1 and a UE2 establish a first bearer 11 in a RRC layer between the eNB1 and the UE2. The eNB1 and a MME3 establish a second bearer 12 in an S1AP layer between the eNB1 and the MME3. An OAM4 measures a packet transfer time between the eNB1 and the UE2, based on the transmission state of a packet to be transmitted through the first bearer 11, and measures a packet transfer time between the eNB1 and the MME3, based on the transmission state of a packet to be transmitted through the second bearer 12.
