<P>PROBLEM TO BE SOLVED: To prevent blackening of a discharge container without involving any complicated process. <P>SOLUTION: Alumina is jetted onto an outer peripheral surface (side surface) 30C of an anode 30 by shot blast, and the alumina 26 is adhered to the outer peripheral surface 30C in a dispersed state. The anode 30 is heat-treated in vacuum at a temperature equal to or lower than the melting point of the alumina 26 to remove impurity gas. When lighting of a lamp is started, the alumina 26 is melted and evaporated with a rise in temperature of the anode 30.
