<P>PROBLEM TO BE SOLVED: To suppress needless error detection by discriminating between a real error and a pseudo error that occurs only because data reflection processing is incomplete when data consistency between databases is monitored. <P>SOLUTION: A monitoring unit 11B refers to data of a common item in databases 120A-120D having the common item as monitoring data at a predetermined monitoring interval determined by a monitoring interval determination unit 11A of a monitoring server 11, and determines whether the values of the monitoring data match among the databases 120A-120D. When the values of the monitoring data differ among the databases, the monitoring unit 11B determines whether monitoring data at the time of previous monitoring stored in a monitoring state table 11E matches the current monitoring data. When the two pieces of data match, the monitoring unit 11B sets a monitoring result as an error.
