The embodiments of the present invention provide a paging method, mobility management network element and communication system. The method includes the following steps: obtaining a residence time correlation measurement value of a User Equipment (UE) within a sub region of a first layer, wherein, the residence time correlation measurement value is a measurement value of residence time of the UE; if the residence time correlation measurement value within the sub region of the first layer is less than a preset threshold, then paging the UE within a sub region of the upper layer of the first layer, wherein, both the first layer and the upper layer of the first layer belong to a registration region of the UE, and the coverage area of the upper layer of the first layer is larger than that of the first layer. |
